College of cape Town and merseta

There are only a handful of people I can say are great at what they do no problem but then you get to the point of reaching for success but cannot get a trade test date because of some paperwork either not submitted or submitted incorrectly. I think it's abnormal to wait to years just for a trade test date. I contacted college of cape Town numerous times and were told via email to have faith but in the meanwhile other participants that applied after me gets a trade test date. So I asked the question if I need to fill blank spaces and I was told no because all the paper work looks right. Then I contacted merseta to find out maybe on their end if all documents are in place and I was told my trade test were declined for incomplete documentation. I'm going in circles and not sure if I should involve higher power in this situation as I don't know who to speak to no longer because this is two years wasted by people who just don't care about others trying to succeed in life.
