Misallocation of Billing ( post paid and prepaid)

I'm putting this official complaint that is divided into 2 parts .

Street lights Since November I gave been logging calls with the 2 street lights that have been off since 2025 I've logged over 5 calls with no assistance; WHY ARE WE NOT GETTING TECHNICIAN TO FIX THE STREET LIGHTS .The place is very dark and poses as a security risk to also create gap for the close by DB BOX to be vandalized can the lights be fixed please 🙏.

Account misallocation

This is becoming a big mess and the worse nightmare ; since December I have been on prepaid but every month they bill me electricity on my statement why almost 5 months why am I billed????? Why are people not doing their work ? Why is my account not fixed ?
