Schocking shopping experience

I was under the impression that all shopping malls should provide free toilet facilities to shppers. The SITARI SHOPPING MALL, with tenants like Woolworths Foods, Checkers and Dischem, now requires shoppers to pay R3.00 before entering the facility. Not many people carries coins on them. Are they contravening municipal regulations? We two senior citicans have said farewell to this mall.
