Remax delaying to pay deposit back

I honestly don't understand how Remax works. The delays with getting back your deposit is such an inconvenience. My brother is forced to move out without getting his deposit back, and now is being sent from pillar to post.

The Renax agent asked a long time ago if he would be renewing his lease of which he responded and told them no, at the end of January. Now all of the sudden ge is being told that getting his deposit takes 3-4 weeks. They were aware that he is moving out at the end of January, 8 weeks has passed.

How must he pay rent of the other place?
