Scam or fraud - Vizocular

I ordered deep cycle solar batteries from this (Vizocular) company on 13 January 2020 with a committed delivery date of 2 weeks. after 3 weeks i followed up with emails and phone calls about the delays in my delivery and the reasons given was that incorrect batteries were received and had been returned. this was 3 weeks ago. i then proceeded to have my payment refunded 2 weeks ago and still have not received my refund by today (9Mar2020)

I will be reporting this to the Police during the week as Fraud.
