Spares4You ...online ****mers?

Ordered a part, advertised by Spares4You Hendrina. After almost a month without any communication from them other than sort WhatsApp reply stating that shipment will take place next week, the gentleman admitted that they have not the part in stock nor can they get any from their suppliers. Upon requesting a refund , I was informed me they do not do refunds ,I must chose somenting else. Worst service ever experienced not to mention the arrogance of the staff. Any body with advice on how to recoup my R3000+ from these pirates?
