Bad KZN Housing and Rental Tribunal

I have been owed my deposit from my landlord since March I have sent several emails to the housing tribunal in KZN and the guy im supposed to email replies to say he is no longer in that department gives me. the same email address that originally routed me to him? Noone has responded. I know government departments are shocking but this is ridiculous
