Robbed of my rights to a basic education

Due to unforeseen circumstances my son has had to relocate to live with me in Cape Town , I have followed all the requirements for a late application process according to what the department and Observatory junior school had told me but instead of assisting me the department and the school closest to me has refused to accept my son on the biases that the school is full for grade four. It has been two months and my son is still sitting at home.I feel that my son and I are being robbed off basic right as a citizen of South Africa.
