Unpaid invoice since February

We are told by the department of education in the north west that we are unpaid because of treasury. They haven't allocated funds for this new financial year they say the money is there but it hasn't been allocated as yet. So we sitting with an unpaid invoice since February. Why are service providers treated like trash like this. How must we survive how must we pay the people we worked with how will our businesses thrive? Our efforts to get help have been ignored. Have called and emailed nothing has happened
