Licensing refund

I got a car from here in march, my vehicle registration took a month to come, i did the disk and plates myself, since i have sent the receipt for refund, everyday i am told the payment will be done, how long does a payment take?? When has a payment taken a whole week? I am no longer being rep****, i call in they still forward me to the same person who doesn’t respond me anymore, what kind of service is this? I am now thinking of calling in and asking for the dealer principal, is s/he aware of the service we are getting?? The salesperson i am dealing with is Roshik, is it only about the sales? Meeting targets? After that clients are discarded?? What are chances of coming back in such cases? I’m really disappointed and i will follow up with this even if it has to go to small claims court or MIOSA, i’m not letting this go!!!
